A web platform to process, validate and share the information required to regularise housing built under Angola's public housing programmes.
The context
Regularising Angola’s new centralities meant gathering and validating information produced by different bodies: urban plans, parcels, subdivisions, buildings, horizontal property, land registry records and sale or rental cases.
The work
Between 2015 and 2016, Waymotion took part in Programa GeoData, run within the regularisation and legalisation of the Angolan State’s housing assets. Its contribution was the design and development of a web platform supporting the management and processing of cases.
The solution brought together geographic and documentary information, making it possible to search and register cases, assign them to the responsible technicians, apply validation rules and follow the successive internal and external validations. Validated information could later be made available to other systems and bodies through web services.
The platform was designed around a modular and interoperable architecture, with differentiated access profiles and integration with document management systems and with Angolan public applications. The information model took as its reference the international standard ISO 19152 — Land Administration Domain Model.
Development started with the cases of the new centrality of Kilamba, serving as the basis for a broader solution supporting the regularisation of property under the housing programmes.
In 2018, the collaboration resumed directly with Geo Data Services, through the remote installation and configuration of the PGViewer web application on a new virtual machine, ensuring its availability in a new technological environment.
What it left behind
Across these different engagements, Waymotion helped turn complex legal, administrative and cadastral procedures into a shared digital flow, bringing together the documentary, geographic and procedural information needed to legalise the properties.
