The Observatory of the Territory of Almada (OTA) represents a comprehensive initiative to provide structured and dynamic information for understanding the municipal territory and assessing the performance of public policies. Built on Waymotion’s WaySpot® platform, it integrates multiple layers of information — from basic to highly technical — enabling access to indicator systems, interactive territorial reports, municipal geoportals, and a knowledge network.

Genesis of the Project

The observatory emerged from a doctoral research model on “sustainability platforms” proposed by Eng. Regina Pimenta, Head of the Municipal Division for Administrative Modernization and Territorial Management. With the support of the Mayor of Almada, Inês de Medeiros, the concept evolved into an operational tool that addresses the municipality’s objectives: positioning Almada as a sustainable and transparent territory, focused on citizen services.

Plans include expanding the availability of indicators for municipal planning, implementing real-time data areas for incidents and risks, and strengthening data interoperability with central government entities to enable automatic and regular information updates.
