The context

Promoting Portuguese wines in third-country markets involves applications, beneficiaries, actions, markets, activities, objectives, costs and decisions. Managing this information calls for coherent and traceable processes, as well as effective coordination between the different bodies and systems involved.

The work

In 2018, the Instituto da Vinha e do Vinho entrusted Waymotion with the modernisation of SiAPV — Sistema de Informação de Apoio à Promoção de Vinhos em Países Terceiros, the information system supporting wine promotion in third countries. The work included the technological migration of the existing application and the development of SiAPV 2.0, introducing new features to support the preparation, submission and appraisal of applications.

The system began to organise digitally the information on projects and their promotion actions, including markets, activities, objectives, costs, documentation and inbound visits. Mechanisms for authentication and information exchange with SIVV were also developed, along with an interface with IFAP for the paperless transmission of project data.

SiAPV 2.0 went into production in January 2019. In the following years, Waymotion followed its use and evolution, adapting the system to new calls and rules, refining the appraisal and decision circuits and introducing features related to requests for clarification, project amendments and implementation reports.

What it left behind

At a later stage, SiAPV data was also the origin of a WayAnalytics implementation. The analytical component made it possible to structure indicators on applications and approved projects, investment, EU and national support, destination markets, beneficiaries, decisions and appraisal times.

This reference shows a transactional system evolving into an integrated information infrastructure: first by making the processes paperless and connecting them; then by turning the accumulated data into instruments for monitoring and decision support.
